I've come across such situations many times with my debit card and Accor hotels (Ibis, Mercure). The thing is that the hotel employees are in fact sure that they do not charge your card, but just block some amount on it. Don't waste your time trying to make the hotel return the money. This amount will be automatically released in 30 days by your bank. The reason is that normally people use credit (not debit) cards in Europe and such blocking of a larger amount from their credit limit is almost transparent to the card user (for instance, he has a 10000 EUR credit limit and doesn't use it that extensively). Hotel employees are sometimes even do not know the difference between these two types of cards. So the solution is, IMHO, to get a credit card from your bank and use it when the amount blocked on your card is higher than the one to be charged finally, i.e. in such cases like hotel booking, car rentals, etc. I did that way and don't have such problems anymore :zzz
