Cannot save config 7 Months, 3 Weeks ago

Hi,
I have just installed JoomlaWatch 1.2.9 but I cannot save any settings. When I try I get the following message:

You don't have permission to access /jws/administrator/index2.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

When I edit the config.php manually, all changes are applieid and it works OK.
Also when I add any Goals, these are not saved (without any message).

What file permissions do I have to change (I cannot imagine I have to change anything to index2.php).
